Severe water shortage...only two days of water left for 11,000 inhabitants...desalination units to arrive shortly. Was this water shortage an overnight development or has it been developing for weeks or months or longer and if so why wasn't action take earlier make this now a rush emergency?

It really begins with organizational responsibility and accountability NOT individual responsibility. FAA has the responsibility to maintain a positive and productive work environment that supports individual employees perform their jobs successfully.

This employee is classified as a supervisory air traffic controller yet he is the only employee in the tower. Sounds like he is misclassified. Working his 4th consecutive midnight shift is not an excuse.

Mr. Joyner needs to make a decision as to whether he wants to work for the state as a state trooper or work for whomever he wants to work for. As a state trooper, you NEED demonstrate a higher standard of behavior.
